  1. David has “good infrastructure”? I don’t call poorly maintained streets, many unpaved and filled with pot holes, “good infrastructure.” Automobile collisions are common because of the paucity of street signs. In heavy rains, the streets flood due to inadequate or non-existent drainage systems, and electrical service is erratic.
