Tender: Air Traffic Control Center for $10 million

The Civil Aviation Authority in Panama is putting out to tender the study, design, installation, testing and delivery of a new radar approach control center.

Panama Government Purchase 2016-1-38-0-08-AV-007842:

“Proponents will be responsible for the study, design, remodeling, supply, installation, testing and delivery of the new radar approach control center.

Bidders must visit the site where the new control center will be located in order to base their design on what they see and what is requested in the request for proposals document.

Proponents will be responsible for the supply, installation, integration, testing, delivery and commissioning of the new radar control room and systems: AMHS messaging, ATC air traffic, ATFM traffic flow management, VCS voice communications, transmitters / receivers, audio and data recording, microwave links, PBX telephone center, time synchronization and any other system that is required for the proper functioning of this control center, according to the detailed technical specifications.

The systems to be supplied and installed must be operated in conjunction with the current control center area systems and contain the latest updates of software, validated and operational. All equipment must be new. 

The billing system to be supplied must extract information from both systems, ATC air traffic control (current Centre and new Centre) and presented in user-friendly format for the end user, at least for the information requested as per requirements and operational needs.

The consoles must be ergonomically designed and must be manufactured according to the appropriate parameters for the welfare of controllers and service delivery. At least three options will be presented for FAA approval.”
