  1. I was surprised the last time I played slots at a Panama casino. That’s because when I went to cash out, they charged tax!

    I had never seen that before. And of course, it totally changes the odds of winning.

    It’s my understanding that they also now charge tax on all games.

    In craps, the house only has (I believe) a 1.5% edge over the player–so a good player has a decent chance of winning.

    But when the player has to pay an ITBMS of 5.5% (current law, I think) when cashing out their chips, it spoils the odds altogether.

    If someone buys $100 in chips and loses $80, they have to pay tax on the remaining $20. Talk about depressing!

    I was very surprised that the big casinos in Panama allowed this to happen. They should have lobbied much more aggressively.

    Since that time, the casinos here in Panama City have changed dramatically. At least, they had that last time I heard anything. I no longer go to casinos here, specifically for that reason.

    The Panamanian government killed the goose that was laying golden eggs. A damned shame…
