The 571.º MSAS and the SENAN of Panama reinforce strategic partnership

Ten advisers from the United States Air Force, from the 571th.º Mobility Support Advisory Squadron (MSAS), were deployed in Panama from March 7 to 28, to carry out a multifaceted training mission, in support of the National Aeronaval Service (SENAN) of Panama. The initiative was part of a security cooperation programme aimed at strengthening bilateral ties and improving regional stability.

From the Panama Pacific and Tocumen air bases, located on the outskirts of Panama City, the 571.º MSAS team taught training, in six personalized courses on the transport of hazardous materials (HAZMAT), flight safety, warehouse optimization and aircraft maintenance. The mission further strengthened shared security and economic interests in the Western Hemisphere.

“This mission represented an incredible opportunity to improve SENAN’s preparation, in key logistics and aviation disciplines, while strengthening trust and cooperation between our nations,” said the U.S. Air Force Captain. USA. Carlos Valdivia, mission commander and team leader.

The advisors taught two courses in the transport of hazardous materials and developed a customized cargo acceptance checklist to improve the coordination, inspection and movement of sensitive cargo, including the prohibition of contraband and explosive materials. The team’s work directly supported SENAN’s ability to combat illicit trafficking and streamline life-threatening operations to protect the USD 270 billion of global maritime trade, which passes annually through the Panama Canal.

In terms of air safety, the team formed a nine-member flight security section, improving its organizational structure and guiding the development of a localized risk management reference. This initiative reinforced pre-flight planning and safety protocols that support more than 75 SENAN air force pilots.

Aircraft maintenance advisors also provided specific instruction for two intelligence, surveillance and reconnaissance (ISR) aircraft. His tutoring improved maintenance competition, and supported a greater awareness of the air domain.
