On October 9, 2025, Spain and Panama presented a pioneering green and digital corridor at the Global Gateway Forum 2025 in Brussels. The initiative, formalized through a Memorandum of Understanding, aims to decarbonize maritime traffic between the Panama Canal and the Strait of Gibraltar.
The Spanish delegation was led by Benito Núñez, Secretary General of Air and Maritime Transport; Gustavo Santana, President of Puertos del Estado; and Gerardo Landaluce, President of the Port Authority of Algeciras (APBA). They were joined by Panama’s Minister of Foreign Affairs, Carlos Guevara, and Panama’s Ambassador to the EU, Ángel Riera.
The project aligns with the EU’s Global Gateway strategy and supports the International Maritime Organization’s Net Zero 2050 target, the EU ETS, and FuelEU Maritime regulations. Gerardo Landaluce emphasized the importance of coordinated investments in alternative fuels like biofuels, e-methanol, and ammonia, as well as the development of shore power connections and digitalization of logistics to achieve climate-neutral maritime transport.
The green and digital corridor is expected to reduce CO? emissions by 800,000 tonnes annually, equivalent to removing 400,000 vehicles from circulation. This initiative positions the Port of Algeciras as a key player in the EU’s Global Gateway strategy, aiming for a transformative impact through European values.
