Results-Based Budgeting Panama Specialists Solidify Public Finance Modernization and State Resource Effectiveness
Panama is making a decisive move towards a modern, efficient, and sustainable model of public management with the formal establishment of a new national community of over 410 specialists in Results-Based Budgeting Panama. These experts hail from 77 different state institutions, marking a crucial step in the nation’s fiscal reform journey. This accomplishment significantly strengthens the nation’s capacity to make evidence-based budgetary decisions, improving overall efficiency and ensuring a greater social impact from public spending.
The core objective is to guarantee that Panama’s exceptional economic growth translates directly into tangible improvements in citizens’ quality of life and the technical fortification of national institutions. The Ministry of Economy and Finance (MEF), supported by the United Nations Development Programme (UNDP), has dedicated significant resources to this effort. Furthermore, this project has accumulated more than 800 hours of technical capacity building and nearly 1,000 hours of specialized work sessions dedicated to modernizing the budget process. This entire Budget Modernization Initiative is focused on driving Public Sector Efficiency.
Strengthening Panama Institutional Capacity Through Performance Budgeting
This latest group of specialists represents the third and fourth generations trained in the methodology of Performance Budgeting Panama. Specifically, they join the 43 civil servants trained in 2022 and the 95 graduates from 2024, forming a robust technical cohort. The integration of these trained professionals solidifies Panama Institutional Capacity by distributing advanced skills across the public sector. The Director of the National Budget has strongly urged all participants to return to their respective institutions and immediately apply this newly acquired knowledge. Ultimately, the goal is to construct a more efficient, binding, and citizen-focused public administration, moving decisively away from traditional approaches and towards government spending optimization. This focus on state resource effectiveness is vital for the country’s long-term prosperity.
