Panama is taking a decisive step toward securing a Clean Energy Future by formalizing a strategic agreement aimed at massively bolstering its solar sector. The Panamanian Chamber of Solar Energy (CAPES) and CAF, the Development Bank of Latin America and the Caribbean, signed a crucial Memorandum of Understanding (MOU). The objective is clear: to accelerate the Energy Transition Panama and strengthen the entire Renewable Energy Ecosystem with a significant emphasis on Panama Solar Energy development. This signing took place during CAPES’s Annual Assembly, where the organization reviewed past achievements, discussed current challenges, and outlined optimistic perspectives for 2026.
This new partnership seeks to unlock vital financing avenues for small and medium-sized enterprises (SMEs) focused on sustainability—often referred to as green SMEs—and larger Photovoltaic Projects. Furthermore, the MOU emphasizes the promotion of technical training and the consolidation of strong Public-Private Alliances among key stakeholders.
Green SME Financing Expands Solar Sector Value Chain
CAF will leverage its significant financial expertise and provide technical support to the initiative, while CAPES will facilitate direct connections with companies in the Green Energy Sector. Additionally, CAPES will coordinate essential training activities and disseminate opportunities for financial support among its members. Juan Andrés Navarro, president of CAPES, stated that the memorandum represents a decisive move to fortify the Solar Sector Value Chain in Panama. Consequently, securing access to financing and training through strategic partnerships is fundamental to accelerating the nation’s energy shift.
This effort is directly supported by CAF’s regional program, Pymes Verdes LAC (Green SMEs LAC). This program, which receives co-financing from the Green Climate Fund (GCF), actively supports renewable energy, energy efficiency, and sustainable land use projects. The program aims to help green businesses across Chile, Ecuador, Panama, and Peru overcome both financial and knowledge barriers to growth, thereby expanding Latin America Renewable Energy capacity.

Lucía Meza, the CAF representative in Panama, affirmed that backing the Solar Chamber reflects CAF’s profound commitment to achieving a fair Energy Transition Panama across the region. The Pymes Verdes LAC program promotes a sustainable production model, driving Green SME Financing and generating new, equal employment opportunities for both men and women.
