While this new law here in Panama is suggesting that the situation is temporary, like almost all professional fields in Panama, there is s very short supply of qualified individuals and I would not be surprised to see this open up to more permanent opportunities for foreign doctors to practice here. This has been going on for a long time now. From a press release issued by the National Assembly of Panama:
The full National Assembly approved on its third reading, a bill regulating the hiring of foreign medical and technical professional services on a temporary basis.
The document envisages that the Ministry of Health and Social Security Department will be able to hire these doctors and professional services temporarily, as long as a substantiated need exists.
