The Panama Canal Administration and the Canal and Caribbean Union, representing the Maritime Metal Trades Council, have signed a new collective agreement regulating professional workers’ labor conditions. The agreement was reached in just nine of the twenty planned weeks of negotiation.
The signing marks a milestone in labor relations, highlighting the efficiency and maturity of both parties. Negotiations were conducted in a respectful and collaborative environment, focusing on balanced agreements that meet the needs of workers and the organization.
Key Points of the New Collective Agreement
- Six-Year Term: The agreement will last six years, providing long-term stability for professional workers.
- 21% Salary Adjustment: A base salary increase of 21% will be implemented over the six-year period, with a 3.5% annual increase starting in 2026. This adjustment accounts for cost-of-living changes and recognizes efficiencies achieved during negotiations.
- Additional Bonuses: To reward the expedited negotiation, a bonus equivalent to 40 hours of base salary will be granted, plus an additional 120 hours in recognition of other improvements. Payments will be included with the payroll period 22 salary, received on November 24, 2025.
- Administrative Improvements: Significant changes were incorporated to simplify the use and understanding of the agreement, optimizing administration and enhancing operational efficiency.
Negotiation Process
Negotiations began on July 14, 2025, and concluded successfully on September 15, 2025. Achieving consensus in just nine weeks demonstrates the strong commitment of both parties to strengthen labor relations and improve working conditions.
Clemente Austin, chief negotiator for the Professional Workers Negotiating Unit, said, “A collective agreement defines the rules of the game, agreed upon by both parties to advance the work.” Panama Canal Administrator Ricaurte Vásquez Morales added, “Leaders don’t seek followers; leaders want to form more leaders. That’s what you are doing.” These statements reflect the spirit of collaboration, respect, and shared vision characterizing the negotiation process.
