Panama takes a decisive step in its strategy to attract foreign investment with the approval of a special passport for foreigners who obtain permanent residence under the Qualified Investor category.
The law is not yet in force, pending the issuance of the regulatory decree that will define the procedures, costs, and requirements.
The passport, valid for the same period as the immigration permit, may also be requested by the holder’s dependents. It does not grant nationality or replace an ordinary passport, but it offers residents an identification and international mobility tool under Panamanian jurisdiction.
The Qualified Investor regime allows individuals to obtain residence through several investment routes:
- Real Estate Investment:
- Minimum amount: US$300,000.00, free of encumbrances.
- The property must be held for a minimum period of 5 years.
- Pre-construction Real Estate Projects:
- Execution of a purchase agreement for US$300,000.00 or more, free of encumbrances.
- The investment may be made through:
A trust deposit managed by a licensed bank or trust company in Panama. - Direct payment to the developer or seller for 100% of the property’s value, even if it is not yet built or segregated.
- The investment may be made through:
- Execution of a purchase agreement for US$300,000.00 or more, free of encumbrances.
- Investment in Securities:
- Minimum amount: US$500,000.00.
- Through one or more investments managed by a licensed brokerage firm approved by the Superintendency of the Securities Market of Panama.
- The investment must be maintained for at least 5 years.
- Fixed-Term Deposit Investment in the Banking Sector:
- Minimum amount: US$750,000.00
- Minimum term: 5 years, in a bank authorized to operate in Panama.
