License Revoked for 670 MW Gas Plant

The National Public Services Authority has revoked the final license granted to Panama NG Power for the construction and operation of a power plant in the province of Colón.  Panama NG was the sole bidder and was initial awarded the license.

From the order given by the National Authority for Public Services in Panama (ASEP):

It is resolved:

“… FIRST: DECLARE CANCELED the Final License granted to the company NG POWER PANAMA, SA, registered in the Public Registry on Listing 691,187 of Document 1725036 of the Microfilm Section (Mercantile), by Resolution No.7333 AN-Elec of 6 May 2014, as amended by Resolution No.7369 AN-Elec on May 21, 2014, to develop a project for thermal generation using natural gas for electricity generation, called Telfers, to be located in the town of Cristobal, in the district and province of Colon, with an installed capacity of 670 MW. ”

Due to the cancellation of the license granted to NG Power for the 670 MW gas plant, the tender has been reopened and modified to receive proposals of any type of energy.

It is expected that the new call will be made in late December or early 2015, and one the amendments which will be included is that generation companies may participate using of all forms of energy, not only electricity generated with gas.

Ivan Barria, general manager of the Electricity Transmission Company (Etesa) told Prensa.com that “… “The new policy will be transparent and not exclusive to a single power generation type. ‘”

“… The license awarded to Panama NG Power was cancelled after the company failed to meet a deadline for submitting financial closure, which is the very mechanism which the thermoelectric company would use to finance the project for the construction of a 670 megawatt plant which would require an investment of $1 billion. ”

Tender for All Types of Energy in Panama
