As part of the strategy called “Route towards a new normality“, the National Government issued Executive Decree No. 1142 of October 7, 2020 in the Official Gazette, which authorizes the reactivation, operation and mobilization of people in hotels, motels, rural hostels, lodging sites and complementary services.

Tourist activities, non-essential transportation (recreational and tourism) will also be allowed and the creative and cultural industries, music, art and dance academies; libraries; swimming poolscinemastheaters, museums, galleries and tourist sites of closed structures will be reactivated at 50% of their capacity.

The decree also includes games of chance, the sale of chances and tickets for the National Charity Lottery, as well as gambling halls.

These commercial activities and places of leisure and/or recreation had been closed by Executive Decree No. 489 of March 16, 2020 because they involve the agglomeration of people, which represents a risk for the spread of the disease.

However, considering the biosecurity indicators, the effective reproduction rate of cases and the bed capacity available at the national level, the National Government considers it appropriate to reopen them at the national and provincial levels.
