In the latest analysis to select the companies eligible to build the New Children’s Hospital in Panama, the New Children’s Hospital and FCC America Children’s Hospital Consortia were pre-qualified.

After the report of the Verification Commission, which in September evaluated the companies interested in the work, was partially annualized, a new analysis was ordered.

The review confirmed that the pre-selected consortia are New Children’s Hospital and FCC America Children’s Hospital, and the companies discarded were Posco-Samsung (Korea), Acciona Construcción (Spain) and China Camc Engineering (China).

Regarding the result of the evaluation, the general director of Public Contracting, Eduardo Corro, explained to Prensa.com that “… The evaluation commission confirmed its original decision, in other words, to approve the two consortia already pre-qualified [New Children’s Hospital and FCC America Children’s Hospital], which means that Minsa now has to continue with the tender process.”

The article reviews that “…. However, Corro did not exclude that the not pre-qualified companies could again file claims regarding other issues inherent to the process. On the other hand, the director of the hospital, Paul Gallardo, described the decision of the commission as “good news” and said he hopes that no more claims will be admitted.”

Concerning the claims of the companies that did not benefit from the pre-selection, Acciona Construcción, S.A. filed an action against the partial evaluation report of the prequalification act.

The document published on November 9 in PanamaCompra states that “… Acciona Construcción, S.A. complies with the mandatory requirements of experience and financial capacity and claims that the Verification Commission of the Prequalification Act did not comply with the provisions of the Prequalification RFP.”
