Shipping Companies Interested In Embarking Panamanian Seafarers

The Republic of Panama, through the Panama Maritime Authority (AMP), is focused on promoting the placement in the international maritime industry, of officers and cadets of Panamanian nationality who have high-level professional training, competitiveness and who are at the forefront with the technological requirements that guarantee safe and reliable maritime transport, favoring the image of our country and the competence of our seafarers.

In order to seek new job opportunities, promote knowledge transfer and strengthen existing relationships, the General Directorate of Seafarers (DGGM), held important meetings with internationally renowned shipping companies that are interested in embarking Panamanian seafarers such as: Mitsui OSK Lines and Candina Group.

MITSUI O. S. K. LINES:

The General Director of Seafarers (DGGM), Captain Juan Maltez, the Regional Director of the company MOL Manning Service SA, Sofía Mateu González and the Project Leader of the Maritime Safety Division of the shipping company MITSUI OSK LINES (MOL), Captain Animesh Hore, participated in this meeting.

The occasion was conducive to address various issues, including the possibility of working together in the preparation (in the future) of the signing of a Memorandum of Cooperation (MOU) between the AMP-MOL, as already owned by this important shipping company with the International Maritime University of Panama (UMIP) for several years, with the objective of formalizing the shipping opportunities that it offers to our Panamanian seafarers, in order to expand and benefit other maritime universities that maintain nautical careers.

In this sense, it was possible for the company to agree, for the months of October and November, to offer the opportunity of embarking to Panamanian cadets and officers, because they wish to increase their Panamanian staff on board, which up to now, is composed of by 28 officers and 2 cadets who are finishing their time at sea to obtain the officer’s license, for this reason the AMP is executing its role as manager to help realize this valuable job opportunity.

In addition, ADM Resolution No. 017-2021 of February 24, 2021, issued by the institution, which grants a discount incentive to shipping companies of up to fifty percent (50%) on the current rate in technical documentation services of foreign seafarers who work aboard ships of the Panamanian registry and embark officers and cadets of Panamanian nationality.

Similarly, it was announced that a cooperation agreement with Japan will soon be signed to establish a bilateral recognition between both countries with respect to rule 1/10 of the STCW agreement, 78 Amended; which will provide Panamanian seafarers the opportunity to embark on Japanese flag vessels.

CANDINA GROUP:

At the meeting with Candina Group, the future signing of a Memorandum of Understanding with the AMP was agreed, through which it is expected to establish a comprehensive cooperation framework in order to achieve the creation of academic-type actions on board ships and the promotion of job opportunities for Panamanian officers, cadets and junior personnel.

They also offered for next August 27, some 7 work places for Panamanian crew members and for next November they expect to have 50 places for Panamanian junior staff.

Candina Group is one of the most prestigious companies in the management, training and screening of maritime personnel internationally. It currently manages a human team of more than 1,200 professional on-board personnel.

These jobs will be managed through the DGGM Database, which is administered by the Department of Labor Affairs, receiving all the documentation of the applicant or seafarer requesting boarding by email laborintermediation@amp.gob.pa .Once the information received complies with the requirements, it is provided to the shipping companies so that they can carry out the rest of the competence tests that they require.

It is important to highlight that both meetings are the result of the actions and efforts made by the key actors that make up the Boarding Committee, led by the AMP, Ministry of Labor and Work Development (MITRADEL), Ministry of Education (MEDUCA), National Institute of Professional Training for Human Development (INADEH), Panama Canal Authority (ACP), in addition, representatives of the Panamanian Association of Naval Officers (APOM), the Council of Rectors, Maritime Universities and the Panama Maritime Chamber (CMP) participated.

The Committee is created through Board Resolution No. 032-2019 (of December 26, 2019) and its purpose is to facilitate the placement of seafarers, in a transparent way, to coordinate and promote more opportunities between shipping companies and shipowners for Panamanian seafarers, professionals and in training.
