An appeal has been made against proposals put forward by Odebrecht and Centralvías EP in the tender to improve Via España, for $99 million, due to alleged noncompliance with the specifications.

The Directorate General of Public Procurement in Panama has suspended the tender process for the study, design, procurement and construction of urban intervention works for the revitalization of public space. The entity received a complaint filed by Consorcio Espacios Públicos Vía España (Meco, SA and Rodsa, SA), reported Prensa.com.

“… In its complaint, the consortium requests a further analysis of the proposals of Construtora Norberto Odebrecht SA and Centralvías EP, alleging that they do not meet the mandatory minimum requirements for running the work. In regards to Odebrecht, it said, among other things, that it has not complied with what is contained in paragraph 9 in the specifications, which requires that all proposers must be authorized to pursue that commercial activity. ”

“… It also warned that the company only submitted an operations notice stating construction activity, but not design; and also failed to comply with the mandatory minimum requirement of adequacy of the Technical Board of Engineering and Architecture. Moreover, the consortium argued that it had rejected the proposal submitted by Centralvías EP, because it proposed building parking garages, but did not include the cost of land to build them, meaning that it was impossible for the evaluation commission to determine the price of the proposal. “
