Panama has no objection to cooperating with the United States in the establishment of defenses for the Canal Zone, but asks in return strict regard for the country’s sovereign rights, Dr. Carlos N. Brin, newly appointed Panamanian Ambassador to the United States, said yesterday upon his arrival. Dr. Brin, a graduate of George Washington University, said in reply to another question that he had no special mission other than to ‘‘try and impress the fact that Panama undoubtedly considers the government and people of the United States as her best friend.’’ ‘‘And I hope that the United States will consider us a good friend and treat us as such,’’ he added. — New York Herald Tribune, European Edition, Jan. 5, 1941
