Panama is now moving on this issue and the timing if good.

The documents for the tender involving investments of hundreds of millions of dollars underwent significant changes at the last minute.

“This is one of the largest businesses in the energy industry in Panama: a contract that involves the construction of a plant which may require an investment of over one billion dollars, and through which energy will be provided for the period from March 2017 to February 2036,” reported Prensa.com.

The new specifications published by the Empresa de Transmisión de Energía, S.A. (Etesa) establish that only those companies with a permanent license or provisional license may submit their proposals, excluding multinationals who do not have operations in Panama and any local consortium that is not in partnership with local businesses who previously had a license.

There are only a few privileged companies in this multi million dollar contract, as recorded by the National Authority of Public Services (ASEP) there are only three companies who meet the requirements and they are Termo Energía, Panama NG Power and Grupo Energético del Caribe, which has annoyed the energy market.
