{"id":3280,"date":"2011-09-14T15:04:20","date_gmt":"2011-09-14T20:04:20","guid":{"rendered":"http:\/\/panamaadvisoryinternationalgroup.com\/blog\/?p=3280"},"modified":"2011-09-15T08:26:38","modified_gmt":"2011-09-15T13:26:38","slug":"latin-america%e2%80%99s-blind-love-with-china-may-be-over","status":"publish","type":"post","link":"https:\/\/panamaadvisoryinternationalgroup.com\/blog\/latin-america%e2%80%99s-blind-love-with-china-may-be-over\/","title":{"rendered":"Latin America\u2019s blind love with China may be over"},"content":{"rendered":"<p><a href=\"http:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2011\/09\/oppenheimer-china.jpg\"><\/a><a href=\"http:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2011\/09\/oppenheimer.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-3282\" title=\"oppenheimer\" src=\"http:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2011\/09\/oppenheimer-300x163.jpg\" alt=\"\" width=\"300\" height=\"163\" srcset=\"https:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2011\/09\/oppenheimer-300x163.jpg 300w, https:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2011\/09\/oppenheimer.jpg 627w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>I was reading this article in the Miami Herald that was written\u00a0 by one of my favorite writers, Andres Oppenheimer.\u00a0 He explains that after a decade of record Latin American exports to China, which helped the region grow significantly despite the recent global recession, there are signs that the honeymoon may be coming to an end.\u00a0\u00a0 Read the article here<\/p>\n<p>Growing numbers or Latin American business leaders and trade experts are complaining that China is buying almost exclusively raw materials from the region, while refusing to purchase more sophisticated \u2014 and expensive \u2014 Latin American goods, thus preventing the region from having more diversified economies.<\/p>\n<p>In addition, Chinese companies are bringing dubious business practices to the region, exploiting workers and destroying the environment, they say.<\/p>\n<p>A recent column by former Brazilian diplomat Rubens Barbosa in the daily O Estado de Sao Paulo, says that alongside an increase in trade and investments, Chinese companies in developing countries are bringing along \u201can everything-goes culture, which includes even physical violence in labor relations.\u201d<\/p>\n<p>Citing an article in The Economist on China\u2019s investments in Africa, Barbosa says that China \u201cis destroying parks and forests in search of mineral and agricultural resources, and routinely violates the most elementary labor laws. Roads and Hospitals built by the Chinese are badly finished, among other things because their construction companies pay bribes to local officials.\u201d<\/p>\n<p>Until now, Chinese companies had a big advantage in developing countries: their presence was not seen with suspicion, or hostility. But that\u2019s changing, he says.<\/p>\n<p>Barbosa, who served as ambassador to Washington during the Luiz In\u00e1cio Lula de Silva government and now heads the foreign trade council of Brazil\u2019s powerful FIESP industrialists federation, said Brazilian executives working for Chinese firms are also complaining about \u201clong work days, frequent overtime, teleconferences in the wee hours, and production goals that are unrealistic and non-negotiable.\u201d<\/p>\n<p>As a result, 42 percent of Brazilian executives working for Chinese firms quit their jobs in their first year, he said, quoting a story in the daily Folha de Sao Paulo. Barbosa concluded that China\u2019s business practices \u201cshould be followed with attention\u201d by government authorities, labor unions and business associations.<\/p>\n<p>Almost simultaneously, a new study by the United Nations Commission for Latin America and the Caribbean (ECLAC), \u201cOverview of Latin America\u2019s insertion in the world economy,\u201d shows that 87 percent of Latin America\u2019s exports to Asia \u2014 mainly China \u2014 are raw materials, while only 13 percent are manufactured goods.<\/p>\n<p>By comparison, 60 percent of Latin America\u2019s exports to the United States are manufactured goods, and the remaining 40 percent raw materials, the study says. Clearly, one of the main pending assignments for China-dependent Latin American commodity exporting countries is to diversify their exports to China, so that they are not vulnerable to sudden price drops, it says.<\/p>\n<p>\u201cChina\u2019s demand for Latin American raw materials will continue, but at a slower pace, because the Chinese economy is slowing down,\u201d ECLAC Executive Director Alicia B\u00e1rcena told me. \u201cWe must try to go beyond exporting raw materials.\u201d<\/p>\n<p>Arturo Valenzuela, who headed the U.S. State Department\u2019s Western Hemisphere department until last month, told me in another interview that many Latin American countries are beginning to see the United States as a more promising business partner than China.<\/p>\n<p>\u201cChina is not willing to buy more sophisticated goods, such as processed soybeans, and at the same time wants to sell its sophisticated goods to the region,\u201d he said. \u201cThat asymmetry is complicating Latin America\u2019s situation.\u201d<\/p>\n<p>He added, \u201cOn the other hand, the United States wants to create value chains, where all sides benefit, as is the case with the auto industry in Mexico, the United States and Canada. That\u2019s what\u2019s most beneficial for societies, because these value chains require better education. That\u2019s the way countries will advance, not selling raw materials.\u201d<\/p>\n<p>My opinion: China\u2019s emergence as a major buyer of Latin American commodities has been a blessing for the region, but it has also become a problem, in that it has distracted countries from the urgent task of diversifying their exports, and producing more sophisticated goods.<\/p>\n<p>Unfortunately, some South American governments have been fooling their populations by claiming that their recent growth was due to novel economic policies, rather than by a Chinese buying spree that may not last forever. Hopefully, a more realistic view will help countries seek more mature trade ties with China, which would greatly benefit the region.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>I was reading
