Executive Decree #274 was signed by President Laurentino Cortizo Cohen and Minister of Commerce and Industries Ram\u00f3n Mart\u00ednez.<\/p>\n<h4><strong>Amount of reimbursement depends on the year<\/strong><\/h4>\n<p>The reimbursement of the fees set\u00a0by the Panama Canal Authority will involve percentages based on the date of the cruise, and lines must verify that at least 80% of the passengers embarked in Panama are international.<\/p>\n<p>The toll payment will be 100% reimbursed for cruises that transit the waterway from Nov. 1, 2020, to Dec. 31, 2021. For cruises during 2022, 90% of the toll will be reimbursed, 80% in 2023 and 70% in 2024.<\/p>\n<div class=\"dfp-ad-hideempty native_inline hidden n_hidden\" data-dfp-position=\"native_inline\"><\/div>\n<p>The reimbursement will be provided by the Panama Tourism Authority.<\/p>\n<p>As\u00a0<a href=\"https:\/\/www.seatrade-cruise.com\/news\/panama-oks-ncl-incentive-cancels-operating-tender-delayed-cruise-terminal\" target=\"_blank\" rel=\"noopener noreferrer\">earlier reported<\/a>, Norwegian Cruise Line became the first operator to benefit from the homeporting incentive.<\/p>\n<p><strong>Return on investment<\/strong><\/p>\n<p>Panama expects a return on investment from\u00a0this incentive, citing the fact that cruise passengers spend an average of two days in Panama, according to figures from Pullmantur homeporting at Col\u00f3n in recent years.<\/p>\n<p>One homeport call by a 2,500-passenger\u00a0ship would represent a direct economic injection of $1.75m for the country, based on the average spending per person of $232, according to Panama&#8217;s Office of the Comptroller General. To this would be added revenues for provisions purchased by the cruise line, as outlined in a\u00a0<a href=\"https:\/\/www.seatrade-cruise.com\/news\/panama-modifies-incentives-homeporting-cruise-ships\" target=\"_blank\" rel=\"noopener noreferrer\">prior modification of the incentive decree in February this year<\/a>.<\/p>\n<p>Mart\u00ednez said tourism will be one of the most important activities to reactivate the economy following the COVID-19 shutdown, and the cruise incentive plays into that.<\/p>\n<div class=\"article-banner dfp-ad-hideempty\">\n<div data-dfp-position=\"inarticle2\">\n<div id=\"ktuniozp7f000000ktuniozp7f000000ktuniozp\" class=\"dfp-tags\" the opportunity to get to know the country before embarking or after disembarking from their cruise. &#8216;They will be able to go shopping, taste the exquisite Panamanian and international food and stay in our hotels, among other activities, which will boost the economy and create jobs,&#8217; Mart\u00ednez said.<\/p>\n<h4><strong>Potential for developing mega-ship and small-ship business<\/strong><\/h4>\n<p>Panama Tourism Authority Administrator\u00a0<a href=\"https:\/\/www.seatrade-cruise.com\/ship-operations\/crypto-cruise-ship-satoshi-soon-heading-panama\" target=\"_blank\" rel=\"noopener noreferrer\">Iv\u00e1n Eskildsen<\/a>\u00a0noted\u00a0the Sustainable Tourism Master Plan 2020-2025 recognizes great potential for cruising&#8217;s\u00a0development, both mega-ships \u2014especially when it comes to homeporting, and small ships.<\/p>\n<p>Eskildsen stressed the small ships would support the vision of turning Panama into a world-class sustainable tourism destination. &#8216;For this subcategory Panama is an exotic, unknown, uncrowded and authentic destination, and it allows the exploration of our coasts in greater detail and, therefore, distributes the [economic] impacts to more destinations.&#8217;<\/p>\n<p>Places that could most benefit from this could be the Gulf of Chiriqu\u00ed, the Pacific Verag\u00fcense and Coiba Island, Gulf of Montijo Mariato, Pedas\u00ed-Tonos\u00ed, Las Perlas, Samb\u00fa and Guna Yala.<\/p>\n<p><a href=\"https:\/\/www.seatrade-cruise.com\/ports-destinations\/panama-outlines-protocols-ahead-reopening-all-travelers\" target=\"_blank\" rel=\"noopener noreferrer\">Panama opened its borders to
