Travel and tourism present a lucrative opportunity for revival, but the industry was hit particularly hard in Latin America and the Caribbean according to the World Economic Forum\u2019s recent report,\u00a0<a href=\"https:\/\/www.weforum.org\/reports\/latin-america-and-caribbean-travel-tourism-competitiveness-landscape-report-in-the-context-of-covid-19\">Latin America and Caribbean Travel and Tourism Competitiveness Landscape Report: Assessing Regional Opportunities and Challenges in the Context of COVID-19<\/a>. In the region, the industry is\u00a0<a href=\"https:\/\/wttc.org\/News-Article\/WTTC-now-estimates-over-100-million-jobs-losses-in-the-Travel-&amp;-Tourism-sector-and-alerts-G20-countries-to-the-scale-of-the-crisis\" target=\"_blank\" rel=\"noopener noreferrer\">projected to take a $110.2 billion loss due to the crisis<\/a>, adding up to an expected drop of more than 30% in travel and tourism GDP compared to 2019.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Doubly distressing is the fact this hit comes as the region was starting to make strides in terms of the competitiveness of its travel and tourism industry. More than half of the 21 countries surveyed for the Forum\u2019s report improved their competitiveness from 2017, in categories including the air, land and sea infrastructure that supports both the industry and the broader economy.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--searchable-list st__content-block--searchable-list-default list-group\" data-gtm-subcontext=\"body__list\">\n<h3 class=\"list-group__header\"><span class=\"list-group__title\">Have you read?<\/span><\/h3>\n<ul class=\"list-group__items\">\n<li class=\"list-group__item\"><a href=\"https:\/\/www.weforum.org\/agenda\/2020\/05\/caribbean-tourism-has-been-decimated-by-covid-19-but-the-private-sector-can-cushion-the-blow\">Caribbean tourism has been decimated by COVID-19. But the private sector can cushion the blow\u00a0<\/a><\/li>\n<li class=\"list-group__item\"><a href=\"https:\/\/www.weforum.org\/agenda\/2020\/03\/world-travel-coronavirus-covid19-jobs-pandemic-tourism-aviation\">This is how coronavirus could affect the travel and tourism industry<\/a><\/li>\n<\/ul>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>In the wake of the pandemic, focusing on infrastructure could not only help bring back Latin America\u2019s tourism sector but also strengthen the entire economy.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p><b>Finding financing<\/b><\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Lack of adequate financing is a major obstacle to developing infrastructure. Unfortunately, Latin American governments\u2019 expenditure of public funds on infrastructure as a share of GDP\u00a0<a href=\"https:\/\/publications.iadb.org\/publications\/english\/document\/Financing-Infrastructure-in-Latin-America-and-the-Caribbean-How-How-Much-and-by-Whom.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">has fallen steadily since the late 1980s<\/a>, largely due to public spending cuts to ease budget constraints. Given the ballooning economic costs of containing COVID-19, it is increasingly likely the private sector will need to finance infrastructure in the coming years. This will require leveraging public-private partnerships, the various collaboration models between public entities and private organizations to finance, build and operate infrastructure projects.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>This strategy is one the region is already familiar with and has implemented successfully.\u00a0<a href=\"https:\/\/library.pppknowledgelab.org\/documents\/2883\/download\" target=\"_blank\" rel=\"noopener noreferrer\">Colombia\u2019s 4G toll road program<\/a>\u00a0is leveraging public-private partnerships to build 5,892 kilometres of roads, to the tune of $24 billion. By 2016, nearly half of the projects planned under 4G had secured financing, with $10 billion of investment mobilized. When complete, the program will open up entire new areas of the country for tourism while reducing commercial transport costs by 28%.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Crowdfunding is another increasingly popular financing alternative. In the United States, the 2012 JOBS (Jumpstart Our Business Startups) Act paved the way\u00a0<a href=\"https:\/\/sustainableinfrastructure.org\/the-potential-of-crowdfunding-for-public-private-partnerships\/\" target=\"_blank\" rel=\"noopener noreferrer\">for crowdfunding platforms to issue debt and equity investments<\/a>, typically for real estate and energy infrastructure projects. In 2019, French infrastructure investor Meridiam closed on a clean energy project that\u00a0<a href=\"https:\/\/www.meridiam.com\/en\/news\/article\/successful-closing-of-the-largest-civic-crowdfunded-operation-for-an-innovative-industrial-scale-clean-energy-project-in-france\" target=\"_blank\" rel=\"noopener noreferrer\">raised \u20ac3.5 million from 2,200 individual investors<\/a>\u00a0near the French city of Reims. Allowing communities to invest in infrastructure projects can provide them with both a sense of ownership and a financial return.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p><b>Tourism 4.0 meets Infrastructure 4.0<\/b><\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Increasing the technological capabilities of infrastructure could also help Latin America and the Caribbean improve both tourism competitiveness and economies.\u00a0<a href=\"https:\/\/www.mobilepaymentstoday.com\/news\/contactless-payments-tripling-by-2024\/\" target=\"_blank\" rel=\"noopener noreferrer\">Contactless payment and ticketing options<\/a>\u00a0in airports, buses and subways save time and money. They also allow passengers to avoid touching surfaces that may host disease, slowing their spread.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>It is also important to invest in technologically transforming the development and operation of infrastructure assets themselves, not just the user-facing aspects. More technologically advanced infrastructure can\u00a0<a href=\"https:\/\/www.weforum.org\/agenda\/2020\/04\/coronavirus-covid-19-sustainable-infrastructure-investments-aid-recovery\/\">improve quality and decrease cost across the infrastructure asset lifecycle<\/a>. The region could also improve its competitiveness by investing more heavily in digital infrastructure.\u00a0<a href=\"https:\/\/www.gsma.com\/latinamerica\/wp-content\/uploads\/2019\/09\/Latin-Americas-evolving-digital-landscape.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Throughout the region, 58 million users are expected to be connected to 5G networks by 2025<\/a>. Investment in the latest information and communication technologies can help more SMEs connect with customers while allowing Latin America to take advantage of the increased mobility of workers, leading to longer stays and more money for local economies. In the post-COVID world,\u00a0<a href=\"https:\/\/www.gartner.com\/en\/newsroom\/press-releases\/2020-04-03-gartner-cfo-surey-reveals-74-percent-of-organizations-to-shift-some-employees-to-remote-work-permanently2\" target=\"_blank\" rel=\"noopener noreferrer\">74% of CFOs anticipate allowing some employees<\/a>\u00a0to work remotely permanently. As noted in the Forum\u2019s report, improved healthcare infrastructure will increase tourism competitiveness;\u00a0<a href=\"https:\/\/bmchealthservres.biomedcentral.com\/articles\/10.1186\/s12913-020-4915-2\" target=\"_blank\" rel=\"noopener noreferrer\">a focus on resilient hospital design<\/a>\u00a0is key. The ability to operate in the midst of a natural disaster or handle patient surges resulting from a flare-up of disease would benefit tourists, but \u2013 more importantly \u2013 would also benefit locals who have long suffered from inadequate health systems.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>However, the benefits of planning infrastructure with resiliency in mind extend far beyond improving healthcare. According to the World Bank, the average net benefit of investing in more resilient infrastructure in low- and middle-income countries would be\u00a0<a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2019\/06\/19\/42-trillion-can-be-saved-by-investing-in-more-resilient-infrastructure-new-world-bank-report-finds\" target=\"_blank\" rel=\"noopener noreferrer\">$4.2 trillion, with $4 in benefit for each $1 invested<\/a>. In the Netherlands, the\u00a0<a href=\"https:\/\/www.scientificamerican.com\/article\/how-the-dutch-make-room-for-the-river\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cRoom for the River\u201d plan<\/a>\u00a0helped the city of Nijmegen improve water management by radically rethinking traditional flood-control design. Instead of building taller dikes to contain higher river waters, the designers moved them back and increased space for the river to flow, allowing nature to control the water flow. This preserved both city life and natural integrity. The program is considered so successful that representatives from Bangladesh, China, the Philippines and Vietnam have visited the Netherlands to learn how it can be applied in their home countries.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--snippet st__content-block--snippet-default\">\n<div class=\"snippet-content js-snippet-content\">\n<div class=\"snippet-content__header\">\n<h4 class=\"snippet-content__title\"><b>Building better destinations<\/b><\/h4>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>Characterized by diverse cultures, stunning natural assets and vibrant cities, Latin America and the Caribbean have much to offer tourists from within and outside the region. Improving infrastructure will not only help more people travel to and around Latin America but will also lay the foundation for long-term economic success.<\/p>\n<\/div>\n<div class=\"st__content-block st__content-block--text\">\n<p>When the COVID crisis ends, the world has a chance to build back better. Countries that seize that opportunity will not only provide positive experiences for visitors but will also deliver sustainable, inclusive and prosperous futures for
