Panama\u2019s permanent commitment to compliance with both national and international regulations, its successful logistics and its competitive market structure, have allowed it to scale up to achieve undisputed leadership in the global maritime sector.<\/p>\n<p>We are proud of this achievement, since the maritime, port and logistics sector in Panama represents 32% of the GDP and generates around 290 thousand jobs, directly and indirectly, all of which has a greater meaning given that 90% of the world\u2019s cargo is transported by sea.<\/p>\n<p>Under these important principles, the Panama Maritime Authority (AMP) showed its support for the \u201cRecommended Framework of Protocols for Ensuring Safe Ship Crew Changes and Travel during the COVID-19 pandemic\u201d, formulated by the International Maritime Organization (IMO), through IMO Circular Letter No. 4204 \/ Add.14, regarding the prevailing need for safe crew changes.<br \/>\nThe previous document is a way of recognizing and granting the value that seafarers deserve, considered as a key piece in world trade and shipping for the benefit of humanity, working day after day so that goods such as: fuel, medical supplies, food and even emergency personnel, reach the most remote corners of the earth, despite the limitations and restrictions established by many countries as a result of the new coronavirus pandemic (COVID-19).<\/p>\n<p>It is a reality that seafarers face the overwhelming pressure of staying long periods away from their family on land, they do so because they understand the valuable and decisive role they have on their backs, which is to maintain the global maritime movement, however, this laudable decision has brought them serious damages due to the disembarking bans.<\/p>\n<p>For his part, the Secretary General of the IMO, Kitack Lim, has indicated that \u201cIt is, therefore, crucially important that the flow of commerce by sea should not be unnecessarily disrupted. At the same time, the safety of life at sea and protection of the marine environment must also remain paramount\u201d.<\/p>\n<p>The AMP, through the General Directorate of Seafarers (DGGM), has been vigilant and attentive to the needs of seafarers, since February of this year, when important measures were adopted in order to counter the consequences of the COVID-19 pandemic while benefiting around 318,000 seafarers of all nationalities, including Panamanian seafarers who work on the more than 8,000 ships flagged under the world\u2019s first maritime fleet, the Ship Registry of the Republic of Panama.<\/p>\n<p>Among these important measures we can mention, at an international level, the extension of the validity of licenses for three (3) months for seafarers who work on Panamanian flag ships of international navigation.<\/p>\n<p>At a national level, the extension of licenses for seafarers in national waters that expired from January 2020 to September 2020 was established.<br \/>\nAs for seafarers\u2019 who exceed eleven (11) months of uninterrupted service period on board, the extension of their employment contracts will be authorized for a term of three (3) months. If an additional extension is required, the Administration will be able to grant a further period of three (3) months on board, subject to authorization. This measure was communicated to shipowners, ship operators as well as seafarers\u2019 placement companies and it is in accordance with the current state of emergency, which does not allow the boarding and disembarking of crew members.<\/p>\n<p>For contract extensions to be authorized, seafarers must have agreed and must sign the extensions of their respective contracts. As the effects of the pandemic have persisted, employment contracts will be extended for an additional period of three (3) months.<br \/>\nAt the end of the extension authorized by the Administration, all seafarers will be entitled to their annual paid vacation and to be repatriated, as established by the Maritime Labor Convention, 2006, as amended (MLC, 2006).<br \/>\nConcerning medical certificates of seafarers, the Administration has allowed extending the validity for three (3) months.<\/p>\n<p>It is worth mentioning that all these measures adopted through license extensions, endorsements, extension of validity of medical certificates and extension of work contracts, have no cost.<\/p>\n<p>The PMA, as the main governing body of the maritime sector in Panama, through the DGGM supports the position adopted by the Secretary General of the IMO, Kitack Lim, to designate seafarers as key workers or essential workers that render services in the midst of this global pandemic caused by the coronavirus (COVID-19), for the benefit of the world\u2019s economy and the development of all humanity, since without skilled merchant seafarers, goods could not be transported between continents, seafarers being one of the main links in the supply chain.<\/p>\n<p>That is why since the beginning of this pandemic we have been reaching out to the Ministry of Health (MINSA), expressing the difficult situation that seafarers are enduring that needs to be addressed in a humanitarian way. Until now we are waiting for their instructions. Likewise, we have been coordinating with the Ministry of Foreign Affairs and the Civil Air &amp; Sea Authority (AAC) to be prepared when MINSA provides the guidelines to follow.<\/p>\n<p>The approval of this request would reinforce Panama\u2019s international position as a World Logistics Center by contributing to revive the economy through the repatriation of the crew of these ships and in turn, it would reaffirm our role as a humanitarian assistance hub that started with the priceless help we provided to the Zaandam and Rotterdam ships, which was praised internationally for being a decisive
