Only geostrategic sensitivities relating to the trade war between China and the US have prevented the two countries from announcing the conclusion (in record time) of a bilateral free trade agreement. But it is now a matter of when not if, and China\u2019s\u00a0efforts\u00a0to draw\u00a0Latin America and the Caribbean into its Belt and Road Initiative continue apace,\u00a0writes<\/em><em>\u00a0<\/em><strong><a href=\"http:\/\/blogs.lse.ac.uk\/latamcaribbean\/2018\/12\/05\/panama-could-soon-become-chinas-gateway-to-latin-america-thanks-to-an-imminent-free-trade-agreement\/#author-info\">\u00c1lvaro M\u00e9ndez<\/a><\/strong>\u00a0(LSE Global South Unit).<br \/>\n<span id=\"more-3559\"><\/span><\/p>\n<p>China\u2019s President Xi Jinping has just completed his fourth tour of Latin America with a historic two-day state visit to Panama, which Beijing sees as the future hub of its Latin American trade nexus.<\/p>\n<p>Panama is a very small state with a very strategic Canal. It is the prime locus where the twin prongs of China\u2019s global strategy synchronise and synergise. Beijing approaches Panama itself as a peer in its club of developing countries, a kind of grand coalition of the global periphery. The unmistakable implication for the USA, China\u2019s main rival for global hegemony, is that the writing is on the wall for its longstanding dominance.<\/p>\n<div id=\"attachment_3569\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3569 size-full\" src=\"http:\/\/blogs.lse.ac.uk\/latamcaribbean\/files\/2018\/12\/panama_canal_from_sky_670x335.jpg\" sizes=\"auto, (max-width: 670px) 100vw, 670px\" alt=\"\" width=\"670\" height=\"335\" \/><\/p>\n<p class=\"wp-caption-text\">China\u2019s growing interest in Panama marks a shift from the historical dominance of the US (<a href=\"https:\/\/www.flickr.com\/photos\/presidenciard\/27286520933\/\">PresidenciaRD<\/a>,\u00a0<a href=\"https:\/\/creativecommons.org\/licenses\/by-nc-nd\/2.0\/\">CC BY-NC-ND 2.0<\/a>)<\/p>\n<\/div>\n<p>A recent opinion piece by the <a href=\"http:\/\/country.eiu.com\/article.aspx?articleid=557395039&amp;Country=Venezuela&amp;topic=Politics&amp;subtopic=Forecast&amp;subsubtopic=International+relations.\">Economist Intelligence Unit<\/a>\u00a0argued that China\u2019s advance into Latin America is not driven by geopolitical strategic objectives but by economic factors. However, the evidence contradicts this conclusion. The importance that China attaches to its geostrategic relationship with Latin American and the Caribbean (LAC) has become ever more noticeable since Xi Jinping came to office in 2013.<\/p>\n<p>His first visit to the USA came only a tour of\u00a0other parts of the Americas,\u00a0with official state visits to Trinidad and Tobago, Costa Rica, and Mexico.\u00a0<a href=\"https:\/\/www.palgrave.com\/in\/book\/9783319667201\">Analysts<\/a> interpreted this as anything from a reordering of priorities to a direct snub\u00a0of Washington. After just five years in office Xi has already visited 12 LAC countries (see Table 1, below), which is more than have been visited during the ten years of the Obama and Trump administrations.<\/p>\n<div id=\"attachment_3563\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3563 size-full\" src=\"http:\/\/blogs.lse.ac.uk\/latamcaribbean\/files\/2018\/12\/china_LAC_visit_xi_jinping_600.png\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" alt=\"\" width=\"650\" height=\"145\" \/><\/p>\n<p class=\"wp-caption-text\">Table 1: Visits by Chinese President Xi Jinping to Latin America (2013-2018)<\/p>\n<\/div>\n<h3><strong>Panama and China: a rapidly developing special relationship<\/strong><\/h3>\n<p>Before 2017 Panama had no diplomatic relations with the People\u2019s Republic of China (PRC), but the situation changed dramatically in June\u00a0of that year when Panamanian President Juan Carlos Varela suddenly <a href=\"https:\/\/mire.gob.pa\/images\/PDF\/documentos%20y%20formularios\/Acuerdoschina\/COMUNICADO%20CONJUNTO%20PANAMA%20CHINA.pdf\">severed relations with Taiwan and recognised the PRC instead<\/a>. A historic <a href=\"https:\/\/www.mire.gob.pa\/index.php\/es\/noticias-mire\/11418-presidente-varela-culmino-gira-en-china-y-se-traslado-al-aeropuerto-de-shanghai-para-viaje-de-retorno-a-panama\">state visit to China by President Varela<\/a> immediately followed in November 2017.<\/p>\n<p>The thirteen months since that visit have yielded more progress in China-Panama relations than other Latin American countries had managed over many years of diplomacy.\u00a0By July 2018, Panama had signed an astonishing battery of <a href=\"https:\/\/www.mire.gob.pa\/acuerdospanamachina\/\">28 bilateral agreements<\/a> with Beijing, covering everything from free trade to infrastructure development, from tourism to cultural exchange. But Xi\u2019s most recent visit in early December 2018 suggests that this was only the beginning, as another\u00a0<a href=\"https:\/\/twitter.com\/IsabelStMalo\/status\/1069707831425855490?s=20\">19 new agreements<\/a>\u00a0have just been announced.<\/p>\n<p>This gamut of agreements reveals an ambitious bilateral agenda that shows a great deal of \u201cagency\u201d and leadership on the Panamanian side, while also epitomising China\u2019s efforts to recruit the Global South, including Panama, into its ambitious Belt and Road Initiative (BRI). Beijing has stated that this\u00a0global strategy \u201c<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/14650045.2016.1267147\">to achieve manifold economic and political ends<\/a>\u201d already\u00a0has the support of\u00a0<a href=\"https:\/\/www.yidaiyilu.gov.cn\/info\/iList.jsp?cat_id=10037\">14 LAC countries and 122 countries globally<\/a>.<\/p>\n<p>As the first country in the region to sign China\u2019s template Memorandum of Understanding \u201c<u><a href=\"https:\/\/mire.gob.pa\/images\/PDF\/documentos%20y%20formularios\/Acuerdoschina\/RUTA%20DE%20LA%20SEDA.pdf\">on Cooperation in the Framework of the Silk Road Economic Belt and the 21<sup>st<\/sup> Century Maritime Silk Road Initiative<\/a><\/u>\u201d, Panama has made itself a fundamental part of this strategy. A bilateral free trade agreement (FTA) would surely facilitate this development, and indeed a\u00a0Panama-China FTA will arrive far sooner than anyone expected.<\/p>\n<h3><strong>A free trade agreement in record time?<\/strong><\/h3>\n<p>As President Varela himself told me earlier this year during a <a href=\"http:\/\/www.lse.ac.uk\/Events\/2018\/05\/20180515t1230vLSE\/a-lecture-by-juan-carlos-varela\">visit to LSE<\/a>, his goal was \u201c<a href=\"http:\/\/www.lse.ac.uk\/lse-player?id=4227\">to advance as much as [he could] the treaty for the [anticipated] visit<\/a>\u201d of Xi Jinping, which did ultimately take place in early December 2018. Other\u00a0conversations with government officials and top policy makers also\u00a0strongly suggest that the original intent of this historic visit was to announce the conclusion of a Panama-China bilateral FTA.<\/p>\n<p>As the timeline below shows, the pace of the negotiations towards this agreement could well\u00a0have set\u00a0a world record, with rounds happening in every month but one between July and November 2018 in order to be ready for Xi\u2019s visit:<\/p>\n<ul>\n<li><a href=\"https:\/\/mire.gob.pa\/images\/PDF\/documentos%20y%20formularios\/Acuerdoschina\/\">13 June 2017<\/a> \u2013 Panama and China established diplomatic ties<\/li>\n<li><a href=\"https:\/\/www.presidencia.gob.pa\/en\/News\/Panama-and-China-mark-new-stage-in-their-relationship-following-the-visit-of-Chancellor-Wang-Yi\">17 September 2017<\/a> \u2013 Chinese Foreign Minister Wang Yi visits Panama<\/li>\n<li><a href=\"https:\/\/www.fmprc.gov.cn\/mfa_eng\/zxxx_662805\/t1512594.shtml\">14-21 November 2017<\/a> \u2013 President Varela goes to China for a state visit<\/li>\n<li><a href=\"https:\/\/mire.gob.pa\/images\/PDF\/documentos%20y%20formularios\/Acuerdoschina\/MOU%20TLC.pdf\">17 November 2017<\/a> \u2013 MoU to do feasibility study for the Panama-China FTA is signed<\/li>\n<li><a href=\"https:\/\/www.tvn-2.com\/nacionales\/Ministro-Comercio-China-Panama-cooperacion_0_4912008822.html\">7 December 2017<\/a> \u2013 Chinese Minister of Commerce visits Panama to discuss FTA<\/li>\n<li><a href=\"https:\/\/www.mici.gob.pa\/detalle.php?cid=20&amp;id=5199.\">16 January 2018<\/a> \u2013 Feasibility study for the FTA starts<\/li>\n<li><a href=\"http:\/\/fta.mofcom.gov.cn\/enarticle\/chinapanamaen\/chinapanamaennews\/201803\/37379_1.html\">3 March 2018<\/a> \u2013 Feasibility Study for the FTA concludes with positive results<\/li>\n<li><a href=\"https:\/\/www.prensa.com\/economia\/Varela-Alberto-Aleman-Arias-TLC_0_5037996184.html\">24 May 2018<\/a> \u2013 Chief Negotiator for the Panamanian side is appointed<\/li>\n<li><a href=\"http:\/\/english.mofcom.gov.cn\/article\/newsrelease\/significantnews\/201807\/20180702767097.shtml\">9-13 July 2018<\/a> \u2013 First Round of negotiations takes place in Panama City<\/li>\n<li><a href=\"http:\/\/english.mofcom.gov.cn\/article\/newsrelease\/significantnews\/201808\/20180802780860.shtml\">20-24 August 2018<\/a> \u2013 Second Round of negotiations takes place in Beijing<\/li>\n<li><a href=\"http:\/\/laestrella.com.pa\/panama\/nacional\/panama-china-concluyen-tercera-ronda-negociaciones\/24087636\">9-13 October 2018<\/a> \u2013 Third Round of negotiations takes place in Panama City<\/li>\n<li><a href=\"https:\/\/eng.yidaiyilu.gov.cn\/home\/rolling\/73158.htm\">19-23 November 2018<\/a> \u2013 Fourth Round of negotiations takes place in Panama City<\/li>\n<li><a href=\"https:\/\/www.eleconomista.net\/actualidad\/Panama-dice-que-sera-necesario-extender-negociaciones-de-TLC-con-China-20181119-0003.html\">19 November 2018<\/a> \u2013 Panama announces \u201cadditional\u201d rounds of negotiation are needed<\/li>\n<li><a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/2174758\/xi-panama-chinese-presidents-visit-us-backyard-tells-washington\">2-3 December 2018<\/a> \u2013 First official state visit to Panama by Xi Jinping<\/li>\n<\/ul>\n<p>It was precisely because of geopolitical considerations rather than economic ones that the announcement of a bilateral FTA was delayed.<\/p>\n<p>First, it would have exacerbated the current trade crisis between the US and China, particularly coming hot on the heels of\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2018\/dec\/02\/donald-trump-and-xi-jinping-declare-trade-truce-at-g20\">90-day truce<\/a>\u00a0agreed between Donald Trump and Xi Jinping at the recent G20 in Buenos Aires.<\/p>\n<p>Second, it would have set\u00a0alarm\u00a0bells ringing in Washington:\u00a0as recently as October 2018 the US <a href=\"https:\/\/www.nytimes.com\/2018\/10\/19\/world\/americas\/mike-pompeo-panama-china.html\">warned Panama<\/a>\u00a0against doing business with China on such a massive scale. According to a senior former official of the State Department, the worry was that the announcement of an FTA\u00a0could be perceived as an insult by the Trump administration, which could react by limiting or abrogating the <a href=\"http:\/\/www.sice.oas.org\/TPD\/PAN_USA\/PAN_USA_s.asp\">US-Panama FTA<\/a>\u00a0in place since 2007.<\/p>\n<p>Third, Beijing also seems slightly hesitant to sign an FTA with a country that also has one with Taiwan. This\u00a0<a href=\"http:\/\/www.sice.oas.org\/TPD\/PAN_TWN\/PAN_TWN_e.ASP\">agreement<\/a>\u00a0entered into force in January 2004, but to date Varela has been unable to rescind it due to Taipei\u2019s insistence on its <a href=\"https:\/\/www.export.gov\/article?id=Taiwan-Trade-Agreements\">continuing validity<\/a>.<\/p>\n<h3><strong>The Panama-China FTA: not if, but when<\/strong><\/h3>\n<p>The FTA is nonetheless imminent, with the national interest of both countries driving a\u00a0determined push\u00a0towards conclusion.<\/p>\n<p>With a total of 47 bilateral agreements already agreed in just eighteen months, the FTA would represent significant progress towards China\u2019s goal of\u00a0making\u00a0Panama the hub of its Latin American trade network. Former US Ambassador to Panama John Feeley <a href=\"https:\/\/www.univision.com\/univision-news\/latin-america\/the-ant-and-the-elephant-chinese-president-visits-panama\">believes that<\/a> Beijing sees \u201cin Panama what [Washington] saw in Panama throughout the 20th century; a maritime and aviation logistics hub\u201d. For Panama, meanwhile, the FTA would <a href=\"https:\/\/dailybrief.oxan.com\/Analysis\/DB233696\/Chinese-banks-to-target-Panama\">provide the opportunity<\/a>\u00a0to \u201cattract large-scale Chinese investments, supporting Panama\u2019s ambitious growth and development agenda\u201d. The\u00a0personal prestige of both leaders is also on the line, meaning that they are fully committed to\u00a0seeing it through on their own watch.<\/p>\n<p>On the Chinese side, President Xi has committed his administration to China\u2019s relationship with Latin America, yet he has yet to conclude an FTA with any country in the LAC region. There are currently three FTAs in place (Chile, Peru, and Costa Rica), but these were signed by his predecessor Hu Jintao.<\/p>\n<p>On the Panamanian side, the desire is even stronger. President Varela is determined to close the deal before he leaves office on 1 July 2019. The growing economic and political importance of China in Latin America has made it a prestigious and coveted achievement to negotiate an FTA with Beijing.<\/p>\n<div id=\"attachment_3570\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3570 size-full\" src=\"http:\/\/blogs.lse.ac.uk\/latamcaribbean\/files\/2018\/12\/panama_varela_speaks_670x335.jpg\" sizes=\"auto, (max-width: 670px) 100vw, 670px\" alt=\"\" width=\"670\" height=\"335\" \/><\/p>\n<p class=\"wp-caption-text\">Panama\u2019s Juan Carlos Varela, like his Chinese counterpart, is eager to\u00a0conclude the FTA before leaving office (<a href=\"https:\/\/commons.wikimedia.org\/wiki\/File:160303-Z-DZ751-227_(27658368281).jpg\">Jim Greenhill<\/a>, <a href=\"https:\/\/creativecommons.org\/licenses\/by\/2.0\/\">CC BY 2.0<\/a>)<\/p>\n<\/div>\n<p>The short-termism of Latin American politics tends to have a knock on effect on states\u2019\u00a0foreign policy establishments,\u00a0meaning that\u00a0countries need to initiate and conclude trade agreements within single presidential terms which are usually\u00a0no more than 4-5 years. In the case of China, only three major political figures in LAC have ever managed to pull it off: Ricardo Lagos of Chile, Alan Garcia of Peru, and Oscar Arias of Costa Rica. Each of these presidents still believes that signing and ratifying an\u00a0FTA with China was one of the most important achievements of their tenure, if not <em>the<\/em> most.<\/p>\n<p>The <a href=\"http:\/\/www.unesco.org\/culture\/natlaws\/media\/pdf\/panama\/pan_constpol_04_spaorof\">Constitution of Panama<\/a> empowers the President of the Republic to \u201cdirect foreign policy, to negotiate treaties and conventions, which will then be submitted for consideration by the legislative body\u201d. Varela is hoping that this responsibility will provide the\u00a0crowning achievement of his presidency: the triple trade-policy success\u00a0of FTAs with\u00a0<a href=\"http:\/\/www.sice.oas.org\/TPD\/CACM_KOR\/CACM_KOR_e.ASP\">South Korea<\/a>, <a href=\"http:\/\/www.sice.oas.org\/TPD\/PAN_ISR\/PAN_ISR_e.asp\">Israel<\/a>, and especially China.<\/p>\n<p>The former two are already signed but still await submission to\u00a0the legislature for ratification. The President\u2019s strategy is to present all three FTAs as a package deal, the better to shepherd them unscathed through the Panamanian National Assembly. This is a shrewd strategy, as the seriousness of voting down all three deals at once could well\u00a0cow opponents into supporting ratification.
