{"id":24733,"date":"2018-11-27T11:29:38","date_gmt":"2018-11-27T16:29:38","guid":{"rendered":"http:\/\/panamaadvisoryinternationalgroup.com\/blog\/?p=24733"},"modified":"2018-11-27T11:29:38","modified_gmt":"2018-11-27T16:29:38","slug":"panama-namibia-plan-reveal-fishing-fleet-data-via-online-map","status":"publish","type":"post","link":"https:\/\/panamaadvisoryinternationalgroup.com\/blog\/panama-namibia-plan-reveal-fishing-fleet-data-via-online-map\/","title":{"rendered":"Panama, Namibia plan to reveal fishing fleet data via online map"},"content":{"rendered":"<p><a href=\"https:\/\/youtu.be\/fn2JXmCUo30\" target=\"_blank\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-24734\" src=\"http:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2018\/11\/gfw.jpg\" alt=\"\" width=\"628\" height=\"351\" srcset=\"https:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2018\/11\/gfw.jpg 628w, https:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2018\/11\/gfw-300x168.jpg 300w\" sizes=\"auto, (max-width: 628px) 100vw, 628px\" \/><\/a><\/p>\n<ul>\n<li><em>Panama and Namibia have planned to publicly share information on their fishing fleet in their waters via the open-access mapping tool by Global Fishing Watch (GFW).<\/em><\/li>\n<li><em>Both nations say such a move would be crucial in improving transparency in fisheries management and protecting their oceans.<\/em><\/li>\n<li><em>GFW\u2019s mapping platform provides both general data for the public and more detailed information seen only by authorities.<\/em><\/li>\n<li><em>The tool helps identify if a boat is fishing during the closed season of a particular species; if it enters an unauthorized area; or if it sails into a protected area.<\/em><\/li>\n<\/ul>\n<p class=\"p1\"><span class=\"s1\">In a bid to beef up fisheries security, Panama and Namibia have announced their intentions to make information on the location of fishing boats in their waters publicly available via the open-access platform Global Fishing Watch (GFW).<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Representatives of the two nations recently praised GFW\u2019s mapping service for helping governments tackle illegal, unreported and unregulated (IUU) fishing. GFW tracks the location and activities of commercial fishing boats <a href=\"https:\/\/globalfishingwatch.org\/vessel-tracking-data\/\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\"><span class=\"s2\">using signals from tracking devices that many fishing vessels carry<\/span><\/a>: either the Automatic Identification System (AIS) that broadcasts publicly, or the Vessel Monitoring System, (VMS) which is proprietary to individual nations.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cWe need to bring more openness \u2026 We need to democratize our global fisheries by becoming transparent,\u201d Bernhardt Esau, Namibia\u2019s minister of fisheries, said on Oct. 30 at a panel discussion during the Our Oceans Conference in Nusa Dua, Bali, Indonesia.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cNamibia should \u2014 though we\u2019re not the starting point \u2014 be joining Peru and Indonesia,\u201d he said.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Founded in 2015 as a partnership between Google, the conservation group Oceana and the nonprofit watchdog group SkyTruth, which uses tools like satellite imagery to monitor environmental issues, GFW provides a mapping platform that allows anyone to view or download data and investigate fishing activity in near real-time, for free.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In June 2017, Indonesia <a href=\"https:\/\/news.mongabay.com\/2017\/08\/indonesias-decision-to-share-vessel-tracking-data-ill-advised-some-say\/\" data-wpel-link=\"internal\"><span class=\"s2\">became the first country to share its proprietary VMS data with GFW<\/span><\/a>; Peru soon announced that it would follow the Southeast Asian country\u2019s move. Both Peru and Indonesia are among the world\u2019s top 10 fishing nations. <a href=\"https:\/\/news.mongabay.com\/2018\/11\/peru-shares-its-fisheries-surveillance-data-with-the-world\/\" data-wpel-link=\"internal\"><span class=\"s2\">Last month Peru officially started sharing<\/span><\/a> VMS data on commercial fishing vessels in its waters.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cI\u2019d like to express Panama\u2019s interest to join this effort to share our data. We will upon my return to Panama discuss further with the relevant parties,\u201d Panamanian Vice President Isabel de Saint Malo de Alvarado at the same panel discussion where Esau of Namibia made his remarks.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cI understand that steps have already been taken in this light, I really think this is the way,\u201d she added.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Last month, Panama was one of four countries from Latin America that <a href=\"https:\/\/globalfishingwatch.org\/press-release\/new-partnership-to-strengthen-transparency-in-fisheries-in-the-eastern-tropical-pacific\/\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\"><span class=\"s3\">signed a memorandum of understanding<\/span><\/a>\u00a0with GFW and the environmental foundation PACIFICO to develop a joint strategy to improve transparency in fisheries management at the regional level. In May, for example, Costa Rica committed to <a href=\"https:\/\/globalfishingwatch.org\/vms-transparency\/costa-rica-commits-to-making-its-fishing-fleet-visible-to-the-world\/\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\"><span class=\"s2\">publicly sharing<\/span><\/a>\u00a0its VMS data via the NGO\u2019s map, but it has not yet done so.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Long said the trend of more countries showing interest in using and contributing to GFW\u2019s mapping tool was due to the \u201clarge\u201d cost of traditional enforcement: \u201cYou need a very large efficient coastguard, you need a lot of information.\u201d <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">He added that countries that have used GFW\u2019s tool or expressed interest in sharing their fishing-fleet data all have huge marine resources to protect, a difficult prospect through traditional enforcement.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">GFW\u2019s mapping platform provides both general data for the public and more detailed information seen only by authorities. The public can learn, for example, if a boat is fishing during the closed season of a particular species; if a boat enters an unauthorized area; or if it sails into a protected area. The system also allows users to know if maritime agreements between countries are being fulfilled.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cPeople have started to realize by sharing data openly, it reduces their issues because they can recognize the vessels that have been compliant. They can also show on the global stage that they\u2019ve taken responsibility,\u201d Long said. \u201cBring it out into the open. Image by Simon Ager\/Sea Shepherd.<\/figcaption><\/figure>\n<p class=\"p1\"><span class=\"s1\">In 2016, Namibia produced 504,468 metric tons of fish, and Panama produced 153,258,<a href=\"https:\/\/data.worldbank.org\/indicator\/ER.FSH.PROD.MT?view=chart\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\"> <span class=\"s3\">according to World Bank data<\/span><\/a>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">There are currently 203 fishing vessels licensed to operate in the Namibian Exclusive Economic Zone, 80 percent of which are Namibian-owned,<a href=\"https:\/\/southerntimesafrica.com\/site\/news\/more-fishing-vessels-namibianised\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\"> <span class=\"s3\">according<\/span><\/a> to the country\u2019s fisheries ministry. The southern African nation is expected to increase its fleet, with plans to start building its own fishing boats.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">However, the country faces the twin threats of overcatching and illegal fishing, Esau noted, and officials hope that joining GFW will help curtail them. \u201cIllegal fishing of the high seas is coming into our EEZ \u2026 We need to democratize our global fisheries by becoming transparent,\u201d he said.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Meanwhile, Panama provides an open registry which offers many benefits such as easier registration (typically online), zero income taxes levied on owners, and the ability to employ cheaper foreign labor. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Critics of the scheme say it enables shipowners to hide their true identities and leads to the lax enforcement of fishing regulations. The country currently has the world\u2019s largest fleet, with more than 8,000 vessels registered under the Panamanian flag. But Saint Malo noted that only about 3 percent of the fleet was dedicated to fisheries. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The country also has a big problem with IUU fishing. <a href=\"https:\/\/insider.si.edu\/2014\/07\/scientists-say-panama-fish-catch-vastly-reported\/\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\">A 2014 study estimated<\/a> that almost 40 percent of Panama\u2019s total catch between 1950 and 2010 \u2014 including tuna, lobster, shellfish and shark \u2014 was unaccounted for. The discrepancy was due to minimal reporting of bycatch by commercial vessels; a dearth of data from recreational, subsistence and artisanal fisheries; and illegal fishing by foreign vessels, the report suggested.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The researchers recommended a reorganization of the fishing sector to include better monitoring, planning and surveillance of fishing zones \u2014 issues that joining GFW could help the country address. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cWe are constantly looking to ensure that vessels registered under Panama\u2019s flag abide by global norms, by global legislation and abide by the norms of their own sector,\u201d Vice President Saint Malo said.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201c[To] share the data on where they\u2019re fishing, how they\u2019re fishing, where they\u2019re going, it\u2019s something that will definitely support our efforts as a country, as a responsible country, to ensure that vessels registered under our flag perform correctly,\u201d she added.<\/span><\/p>\n<figure id=\"attachment_204032\" class=\"wp-caption alignnone\">\n<div
