F\u00e1brega also suggested members of Panama\u2019s National Assembly should consider \u201ccivil unions between people of the same sex.\u201d<\/p>\n<p>La Estrella, a Panamanian newspaper, <a href=\"http:\/\/laestrella.com.pa\/panama\/nacional\/grupos-gays-toman-oxigeno\/24048787\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> F\u00e1brega on Thursday asked the court to withdraw his ruling.<\/p>\n<p>The Panama Supreme Court last year heard oral arguments in a case that would extend marriage rights for same-sex couples in the Central American country. The Inter-American Court of Human Rights on Jan. 9 <a href=\"http:\/\/www.washingtonblade.com\/2018\/01\/09\/landmark-ruling-recognizes-marriage-trans-rights-americas\/\" target=\"_blank\" rel=\"noopener noreferrer\">issued a landmark ruling<\/a> that recognizes same-sex marriage and transgender rights.<\/p>\n<p>The Costa Rican government requested an advisory opinion on whether it has an obligation to extend property rights to same-sex couples and allow trans people to change their name and gender marker on identity documents. The government of Panama \u2014 which is among the countries that recognize the American Convention on Human Rights the Inter-American Court of Human Rights enforces \u2014 <a href=\"http:\/\/www.washingtonblade.com\/2018\/01\/17\/panama-signals-will-comply-landmark-lgbt-rights-ruling\/\" target=\"_blank\" rel=\"noopener noreferrer\">has signaled it will comply with the decision.<\/a><\/p>\n<p>It remains unclear whether conservative justices on the Panama Supreme Court will argue the Inter-American Court of Human Rights\u2019 decision is not legally binding in the country.<\/p>\n<p><a href=\"http:\/\/www.washingtonblade.com\/2017\/10\/01\/gay-lawyer-spearheads-panama-sex-marriage-efforts\/\" target=\"_blank\" rel=\"noopener noreferrer\">Iv\u00e1n Chanis Barahona,<\/a> president of Fundaci\u00f3n Iguales, a Panamanian advocacy group, is a lawyer who is working pro bono on the Panamanian same-sex marriage case.
