The two share legal troubles over corruption allegations that involve Italian companies. In Martinelli&#8217;s case, the issues involve alleged kickbacks over the purchase of radars, helicopters and electronic mapping systems.<\/p>\n<p>As Martinelli traveled, a criminal investigation into his 2009-14 government was tightening on those closest to him. On Sunday, Panama asked Interpol to put out a red alert for Martinelli\u2019s former private secretary, who\u2019s thought to be in the United States, on charges of embezzlement and corruption.<\/p>\n<p>Martinelli, a garrulous entrepreneur, ushered in an era of bonanza in Panama, making it Latin America\u2019s fastest-growing nation, a title it retains. He transformed Panama City into a rival for Miami as a hub for Latin America corporate headquarters, and oversaw the construction of Central America\u2019s first subway.<\/p>\n<p>But the whiff of corruption that wafted around his government grew far more intense after he left office July 1, and the pace of arrests is quickening.<\/p>\n<p>Two former chiefs of the National Assistance Program, an agency that handled $1.2 billion in funds during Martinelli\u2019s administration, are in jail, and they\u2019ve said they siphoned off money under instruction from Martinelli\u2019s personal secretary. Tactics included phony invoicing, rigged bids, purchases from sham corporations and routine kickbacks of 10 percent or higher, testified one former director, Rafael Guardia.<\/p>\n<p>Guardia served as the program\u2019s chief for 22 months at a salary of $7,000 a month. He admits to amassing $18 million found in 11 bank accounts, as well as a yacht, Boomtastic. He turned state\u2019s evidence Jan. 23.<\/p>\n<p>Prosecutors have opened criminal probes for illegal enrichment and corruption against two of Martinelli\u2019s Cabinet members as well as a former chief justice of the Supreme Court whom Martinelli appointed in 2010.<\/p>\n<p>\u201cThere is a tsunami of complaints,\u201d said Ang\u00e9lica Mayt\u00edn Justiniani, a former country director of Transparency International in Panama who now serves as an anti-corruption czar for the government. \u201cWe\u2019re learning of midlevel (former) officials who have assets of $25 million and 10 properties. We never saw anything like this, even under the military dictatorship.\u201d<\/p>\n<p>Martinelli defended himself in colorful language before leaving Panama.<\/p>\n<p>\u201cI haven\u2019t stolen a f\u2014ing penny,\u201d Martinelli told a news conference in mid-January, throwing in an English profanity while speaking in Spanish.<\/p>\n<p>The latest word from the former president came Saturday, when a tweet went out from his account saying: \u201cMedia show about my trip is due to fear of accusations I\u2019ll make. They try to make it like I won\u2019t come back, let them dream on.\u201d<\/p>\n<p>\u201cEveryone is after him,\u201d said lawyer Ebraham Asvat. \u201cThe question is, when will Martinelli be arrested?\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Martinelli was once hugely popular, and his wealth seemed to armor him from corruption. He owns a grocery empire, Super 99, with more than 40 stores.<\/p>\n<p>\u201cHe told me, \u2018I have $400 million, and I don\u2019t need to steal anything,\u2019 \u201d said Guido A. Rodr\u00edguez, a former newspaper editor, recalling an interview in May 2009 after Martinelli won the presidential election.<\/p>\n<p>But he also had a taste for opulence and a desire to be one of the richest tycoons in the region. At his son\u2019s 2012 wedding, Martinelli brought in Pitbull, the mega rap star, to entertain. By then, Martinelli reportedly had already taken to wearing a baseball cap with \u201c1B\u201d stenciled on it. Those in the know say it meant his net worth had climbed above $1 billion.<\/p>\n<p>Panamanians still talk about the lavish wedding of Martinelli\u2019s private secretary, Adolfo \u201cChichi\u201d de Obarrio, a year later at the luxury <a href=\"http:\/\/www.trumpoceanclub.com\/\" target=\"_blank\">Trump Ocean Club<\/a>, a 70-story tower designed in the shape of a sail, making it a landmark on the Panama City skyline. A massive fireworks display illuminated the seven-tier cake. De Obarrio, who hadn\u2019t yet turned 30, was gatekeeper for nearly all government purchases and a friend of Martinelli\u2019s son, Luis Enrique.<\/p>\n<p>Mayt\u00edn, the anti-corruption czar, said corruption was the norm under Martinelli in all government contracts, causing \u201cdespicable\u201d losses to taxpayers.<\/p>\n<p>\u201cIt\u2019s possibly in the billions of dollars,\u201d Mayt\u00edn said. \u201cIt\u2019s obvious that a lot of the money is outside of Panama.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Aurelio Barr\u00eda Jr., a civic activist who\u2019s also executive vice president of Motta International, owned by Stanley Motta, a Panamanian who\u2019s Central America\u2019s richest man, said the Martinelli government had used tax audits against political opponents and rival businesses.<\/p>\n<p>\u201cIf you were a critic of the government, you\u2019d be selected to receive a visit from the auditors,\u201d Barr\u00eda said. \u201cThat\u2019s why people avoided criticizing.\u201d<\/p>\n<p>Barr\u00eda said he once got a text message from the tax chief, \u201csaying, \u2018Why are you criticizing the government so much?\u2019 \u201d<\/p>\n<p>As more evidence emerges about bids that went to companies offering the highest prices, shoddy goods purchased for schools and children, out-of-date foodstuffs bought for the poor, public support for Martinelli has wilted. His party, Democratic Change, is in disarray.<\/p>\n<p>\u201cNo one has come out to defend him, not even his former ministers,\u201d Barr\u00eda said.<\/p>\n<p>Freewheeling Panama has been a favored destination for despots on the run, including the shah of Iran, Mohammad Reza Pahlavi, who arrived in Panama in late 1979, fending off status as an international pariah. He spent several months on Isla Contadora before leaving for Egypt, where he died.<\/p>\n<p>Among deposed regional leaders who now claim political asylum in Panama are former Guatemalan President Jorge Serrano, who arrived after being removed in 1993, former Haitian strongman Raoul Cedras, who came in 1994, and Abdal\u00e1 Bucaram, a former Ecuadorean leader declared mentally unfit by that country\u2019s Congress in 1997.<\/p>\n<p>Fugitive Salvadoran President Francisco Flores spent several months in Panama last year before returning to face charges that he\u2019d misappropriated $15 million donated by Taiwan\u2019s government.<\/p>\n<div style=\"width: 1px; height: 1px; color: #000000; font: 10pt sans-serif; text-align: left; text-transform: none; overflow: hidden;\">\nRead more here: http:\/\/www.mcclatchydc.com\/2015\/02\/02\/255211\/panamas-ex-president-trots-globe.html#storylink=cpy<\/div>\n<h1 class=\"entry-title\">Panama high court OKs corruption probe of ex-president<\/h1>\n<p><a href=\"http:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2015\/02\/MART-FLEES.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-12555\" src=\"http:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2015\/02\/MART-FLEES.jpeg\" alt=\"MART FLEES\" width=\"512\" height=\"341\" srcset=\"https:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2015\/02\/MART-FLEES.jpeg 512w, https:\/\/panamaadvisoryinternationalgroup.com\/blog\/wp-content\/uploads\/2015\/02\/MART-FLEES-300x199.jpeg 300w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/a><\/p>\n<p><span class=\"dateline\">PANAMA CITY<\/span> \u2014 Panama&#8217;s Supreme Court voted Wednesday to open a corruption probe against former President Ricardo Martinelli, a move likely to rally popular support in a nation where the politically powerful rarely face justice for misdeeds.<\/p>\n<p>A statement from the court said all nine judges voted to appoint a special prosecutor to investigate Martinelli over allegations he inflated contracts worth $45 million to purchase dehydrated food for a government social program.<\/p>\n<p>The accusation is based on the testimony of a political ally, Giacomo Tamburelli, the former head of the National Assistance Program who has said he was taking orders from the then president to inflate contracts. He is now under house arrest.<\/p>\n<p>Martinelli, a billionaire supermarket magnate, has denied the charges and says he is the target of political persecution by his successor, Juan Carlos Varela, who broke with the government in 2011 while serving as Martinelli&#8217;s vice president and foreign minister.<\/p>\n<p>Varela later accused Martinelli and his sons of taking kickbacks from an Italian military contractor and successfully campaigned for the presidency on a pledge to clean up politics.<\/p>\n<p>Martinelli traveled Wednesday to Guatemala to attend a session of the Central American parliament amid media speculation at home he would seek asylum. He again denied the accusations, saying that &#8220;I have not done anything.&#8221;<\/p>\n<p>The former leader said he was willing to return to face trial as long as he is guaranteed justice. &#8220;I will make that decision in the future, but I am not going to go for a trial arranged by Mr. Varela,&#8221; he said. He said he would not return immediately and planned to continue a previously scheduled tour to the U.S. and Europe.<\/p>\n<p>The swiftness with which the case against Martinelli and a half-dozen close aides have proceeded has come as a shock to the 3.5 million Panamanians, who are accustomed to impunity after decades of military rule and a rocky transition to democracy following the 1989 U.S. invasion that did little to root out corruption.<\/p>\n<p>In recent weeks a number of former officials have come forward with damaging accusations that would seem to confirm longstanding perceptions of widespread graft during Martinelli&#8217;s administration.<\/p>\n<p>In one case, prosecutors seized a yacht, mansion and other assets worth $18 million allegedly paid for with kickbacks to another close Martinelli aide who succeeded Tamburelli as head of the government&#8217;s leading social program. The former official, Rafael Guardia, has also fingered Martinelli and his personal secretary.<\/p>\n<p>&#8220;What happened to the National Assistance Program happened at every institution during the last government,&#8221; said Roberto Eisenamann, founder of the newspaper La Prensa, which rose to prominence in the 1980s by exposing corruption by dictator General Manuel Noriega.<\/p>\n<p>Varela has vowed to keep his hands off government institutions.
